1947年秋，我军在攻占石家庄前，首先攻克石家庄外围重要据点正定城，然后立即调头北进包围了徐水，摆开发动保北战役的架势，目的是诱使石家庄守敌北援徐水，将敌军歼灭于北上途中，然后乘虚而入，解放石家庄。据守在石家庄的国民党第三军罗军长料到，这是我军的调虎离山计，迟迟不派兵出城。为了引蛇出洞，我军钟天民旅长以大无畏的胆略，猛攻徐水，迫使蒋介石对石家庄守敌施加压力，让他们赶快北进。可是，老谋深算的敌军长的主力仍然不离开石家庄。为了尽快把敌人引出来，钟旅长决定智斗顽敌，又一次制造假象，故意放弃徐水，向西撤退。罗军长认为这是我军的溃败，时机已到，于是率第三军离开石家庄北上，准备完成蒋介石南北夹攻我军的计划。我军引蛇出洞终于成功，便趁此以迅雷不及掩耳之势，一昼夜强行军240华里，赶到清风店，抢先占领战略要地。在清风店战役中，我军全歼敌第三军，活捉敌军长。接着，我军又急速挥兵南下，一举攻占了华北战略要地石家庄，接管石家庄政权。
