The Commerce Clause of the U.S. Constitution reads: "The Congress shall have Power...To regulate Commerce with foreign Nations, and among the several States, and with the Indian tribes." It would seem obvious that, if you're sitting on your tush minding your own business, you're not engaged in commerce with another state, an Indian tribe, or a foreign nation.
